There is an npc in each neighborhood town center. You need a house in the homestead to start the quest.

Yes!
I just hit Ally to the Townsfolk of the Eastfold Neighbourhoods and I did not get this tapestry, I received the horse pole. There is no indication the tapestry will be awarded with Kindred, only a title. Is there a distinction in rep between Eastfold and Westfold?
Yes, the two reps are different.
